Federated accredited model — different from the single-hierarchy PKIs in this directory. INDECOPI regulates and accredits many independent CAs (RENIEC, ONPE, PCM, plus ~25 commercial), each with its own root, published via an ETSI Trusted List. So Peru has many roots, not one hierarchy. First EC anchor in this directory (ECERNEP PERU CA ROOT 6, P-521). Phase 1 covers the national anchors only; the accredited commercial CAs are pending a phase-2 review.
